Background
The remote APY Lands community of Pukatja required improved public lighting to increase visibility and safety around key community areas, including the Pukatja Roadhouse and surrounding access roads. The project was initiated by the Traditional Owners and delivered in conjunction with the Pukatja Roadhouse Aboriginal Corporation.
Green Frog Systems supplied 25 solar street lights for the project, with installation completed by DICE (Aust) Pty Ltd, a 100% Indigenous-owned and operated business specialising in remote infrastructure delivery.
Project Overview
The project focused on delivering reliable off-grid lighting throughout the community without dependence on mains power infrastructure. Extensive consultation with Traditional Owners guided the final lighting layout to ensure the system aligned with community needs, avoided flood-prone areas, and minimised unwanted light spill into nearby homes.
Challenges
- Remote logistics and weather-related access disruptions delayed mobilisation and freight delivery to site.
- Rock was encountered in 12 of the 25 foundation locations, requiring additional excavation equipment to achieve engineered footing depths.
- Lighting locations required multiple revisions to balance roadway visibility, community preferences, flood risks, and residential amenity.
Solution
Green Frog Systems supplied a network of solar street lights installed across key community roads and gathering areas, including Ernabella Avenue and North Border–Umuwa Road.
Key elements of the solution included:
- 25 off-grid solar street lights installed throughout the community.
- Combination of 6 m and 9 m pole heights tailored to road and community space requirements.
- Rear spill guards fitted to selected luminaires to reduce light intrusion into nearby homes.
- Final lighting layout refined through seven design iterations in consultation with Traditional Owners and project stakeholders.
Products Used
- Green Frog Systems ASPIRE Solar Street Lights

Testimonial
“The community and the kids are very happy with the lights.”
— Mr Donald Fraser OAM, elder and representative of the Traditional Owners in Pukatja–Ernabella
Conclusion
The Pukatja–Ernabella solar lighting project demonstrates how carefully planned off-grid infrastructure can improve safety and usability in remote communities while respecting local conditions and community input. Through close collaboration between Traditional Owners, DICE, and Green Frog Systems, the project delivered reliable solar lighting tailored specifically to the needs of the community.
